Rwanda’s AI Revolution: Rwf 25 Billion Investment Anchors the New AI Scaling Hub

In a landmark development for Rwanda’s digital innovation ecosystem, the Bill & Melinda Gates Foundation has committed approximately US$17.5 million (around Rwf 25 billion) to establish the Rwanda AI Scaling Hub — signalling the country’s aspiration to become a continental leader in artificial-intelligence deployment across health, education and agriculture. The announcement was made by Yves Iradukunda, Minister of State in the Ministry of ICT and Innovation.

Strategic Focus & Vision


The AI Scaling Hub is positioned as a cross-sectoral innovation engine:


  1. Supporting locally-developed AI solutions targeting real-world challenges.
  2. Assisting startups with computing resources, mentorship and scaling support.
  3. Reinforcing Rwanda’s leadership as host of Africa’s first AI Scaling Hub.


Flagship Projects


1. AI-Powered Telemedicine Services

A partnership with Irembo will deliver remote health consultations, AI triage, and digital prescriptions via USSD, SMS, voice, chat, and web.

2. Health Supply Chain Intelligence

Rwanda Medical Supply (RMS) will use AI for demand forecasting, procurement optimization, and supply-chain analytics.

3. AI-Enabled Ultrasound Imaging

Point-of-care ultrasound tools supported by AI will help nurses quickly assess pregnancy risks in rural areas.

4. Agriculture Advisory via AI

Smallholder farmers will access real-time agronomic guidance via SMS, WhatsApp, and voice channels.

5. AI-Based Learning Assessment

An AI tool will automate grading for English and Mathematics, identifying learning gaps and generating reports.
